Your "b)" sounds an awful lot like a radical transformation of human nature.

Why not something simpler, like fostering a disposition to ostracize those who don't follow the rules (or, who seek to conform the rules to their own interests)? This can exist along side rapacious desire to get ahead, and without a notion of shared sacrifice. Since self-interest will require being a part of the economic and social structure ...

Too much rule-breaking gets ignored (and thus tolerated) - whether of the Panama Papers sort, or the cutting in line sort.

Slavish adherence to rules can be overdone, of course, but we can worry about that when we get there.
